As though it were a science newly derived in origin. By my life, I have not come across anyone among creation who addressed speech in its direction. I do not know whether it was out of their negligence of that — and such an assumption is not to be held of them — or whether they wrote on this subject and treated it exhaustively, but it did not reach us. For the sciences are many, and the sages among the nations of the human species are numerous, and what has not reached us of the sciences is more than what has. So where are the sciences of the Persians, which ʿUmar — may God be pleased with him — ordered to be erased at the time of the conquest? And where are the sciences of the Chaldeans, the Syrians, and the people of Babylon? And what appeared of their traces and results upon them? And where are the sciences of the Copts and those before them? Only the sciences of a single nation reached us — the Greeks in particular — because of al-Maʾmūn's zeal for extracting them from their language and his ability to do so through the abundance of translators and the expenditure of wealth upon them. And we have not come upon anything of the sciences of others.
And if every intelligible reality is a nature such that it is fitting to investigate what accidents befall it insofar as it is itself, then it is necessary that with respect to every concept and reality there be a science among the sciences peculiar to it. But the sages perhaps only had in view in that the concern for fruits, and the fruit of this is only in reports, as you have seen; and although its questions in themselves and in their peculiarity are noble, yet its fruit is the verification of reports, and that is weak. For this reason they abandoned it — and God knows best — "and you have been given but little of knowledge."
And this art, whose consideration has become clear to us, we find in it questions that occur incidentally to the people of the sciences in the proofs of their sciences, and they are of the same kind as its questions in subject and in aim: such as what the sages and scholars mention in establishing prophethood — that human beings cooperate in their existence, so they need therein a ruler and a restrainer; and such as what is mentioned in the principles of jurisprudence, in the chapter on establishing languages — that people need to express their purposes by the nature of cooperation and social gathering, and that clarifying expressions is easier; and such as what the jurists mention in grounding legal rulings in purposes — that fornication mixes lineages and corrupts the species, that killing likewise corrupts the species, and that injustice portends the ruin of civilization leading to the corruption of the species — and other such legal purposes in rulings. For all of them are built upon the preservation of civilization, so they had consideration of what befalls it, and this is evident from this discourse of ours concerning these exemplified questions.
Likewise also, a little of its questions reaches us in scattered sayings of the sages of creation, but they did not treat it exhaustively. Among the words of the Mobadhan Bahram ibn Bahram in the story of the owl which al-Masʿūdī transmitted: "O king, the king's might is not complete except through the law and through standing before God in obedience to Him, and acting under His command and prohibition; and the law has no support except through the king, and the king has no might except through men, and men have no support except through wealth, and there is no way to wealth except through cultivation, and there is no way to cultivation except through justice; and justice is the balance set up among creation, which the Lord has set up and appointed for it a guardian, and he is the king." And among the words of Anusharwan on this very meaning: "The king is through the army, and the army through wealth, and wealth through revenue, and revenue through cultivation, and cultivation through justice, and justice through the reform of officials, and the reform of officials through the uprightness of ministers; and the head of it all is the king's own inspection of the condition of his subjects and his ability to discipline them. He rules them and they do not rule him."
